The Provincial Government of La Union, then headed by Gov. Victor F. Ortega recognized the vital role of women in nation building and committed itself to support the worthwhile undertaking of the women sector by extending assistance to help them alleviate the standard of living of each and every member thereby making them productive members of the community.

On March 28, 2005 during the Women’s Month Celebration, a Provincial Women’s Congress was held which was attended by representatives from different women volunteer groups giving birth to organization of the La Union Volunteer Women, Incorporated (LUVWI). Officers for the Provincial Federation and Provincial Board of Directors were elected. Hon. Mary Jane C. Ortega, the City Mayor of San Fernando then and the mother of the Province was the Founding Chair. With the assistance of the Provincial Social Welfare and Development Office, the Provincial Planning and Development Office and LUVWI Officers, City / Municipal Chapters were also organized.


On June 7, 2005, the LUVWI Provincial, City and Municipal Chapter Officers and Board of Directors were inducted to office by then Governor Victor F. Ortega together with the issuance of Executive Order No. 03-2005, Organizing the La Union Volunteer Women, Incorporated and for other purpose.
